wouldnt it only be fair that water dinos have either 0 points into movement or oxygen considering they have 2 wasted attributes (oxygen and movement) the flyers have this, and it is very balanced so why not water dinos too

That's not something that can be controlled by the server. It would require using a mod that replaces water dinos, and 1) not sure if such exists, 2) we avoid adding dino remapping mods. Besides you can still level up movement speed for faster swimming.

All dinos have wasted stats. Giga has 6 of them.
And movement speed was removed from flyers only to nerf them.
